Born from a diplomatic agreement between Francisco Franco and the United States, NS Rota became the linchpin of NATO's southern flank. The first nuclear submarines arrived in 1964. By 1980, the base was a city unto itself — over 16,000 troops and their families living, working, and serving at the edge of the Atlantic.
